• Senate Bill 887 Annexation Work Group Report to the to the 2005-2006 House Interim Committee on Land Use: This report can be used as an educational tool for state and local elected officials, and contains a record of the discussions held during work group sessions. It attempts to capture the strengths and weaknesses of Oregon's system of annexation, and how annexation and urbanization interplay with the economic health and vitality of Oregon's cities. The reports additionally provides information on annexation methodologies, case law, legal processes and statutory references.

Boundary Changes
• An annexation isn't complete until the boundary change process is finished. This enables a city to collect property taxes in the newly-annexed territory. A Department of Revenue publication provides instructions for the boundary change process.
