Business Oregon is the state’s economic development agency, is currently hiring a Brownfields Program & Policy Coordinator (Program Analyst 4). The person in this position will be a subject matter expert to provide technical assistance and administration of the Oregon Brownfields Properties Revitalization Fund, Oregon Brownfields Redevelopment Fund, and Oregon Brownfields Cleanup Fund for community safety and land redevelopment.

This position serves communities across the state of Oregon. This statewide presence may allow for flexibility to work out of our regional locations. The goal of this recruitment is to fill this position at a Program Analyst 4 (PA4) level. However, we encourage candidates who meet the minimum qualifications for a Program Analyst 3 ($ 5,478 - $ 8,408) to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for a Program Analyst 4. Underfill applicants must meet higher level within 36 months.
What you will do:
• Act as the department’s in-house subject matter expert for Brownfields Redevelopment Fund, Brownfields Cleanup Fund, and Brownfields Properties Revitalization Fund. Coordinate regulatory oversight of projects and leverage various sources of funding and technical assistance for projects with Department of Environmental Quality and Prospective purchaser agreements.
• Propose policy and design procedures for department programs affecting both the activities of department staff as well as the plans of units of local government and other department customers.
• Prepare legislative concepts and budget option packages. Provide legislative testimony and draft new statutory and administrative rule language.
• Research and write program handbooks and materials for use by department staff and funding recipients. This involves simplifying the presentation of laws and regulations in written, graphic, and digital forms to assure maximum understanding and compliance by local government experts and other persons who are not experts in the subject area.
• Provide technical clarification and interpretation to the department on federal and state legislation and regulations.
• Assist private landowners, cities, counties, tribes, special districts, other agency staff, Federal partners, and legislators to coordinate the development of brownfields projects. Assemble external and internal resources needed to move projects forward. Work directly with Federal, State, and local Agency representatives.
• Evaluate grant and loan applications for brownfields projects using department funding sources. Work includes coordinating with project proponents on developing scope of work, project budgets and activities to be funded.

• Demonstrated knowledge of infrastructure needs and issues in the state.

Salary Range $ 6,020 - $ 9,252 (monthly)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program.
OR;
Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.
Minimum Qualification for Program Analyst 3 (PA3)
Salary Range $ 5,478 - $ 8,408 (monthly)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program.
OR;
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
