Jointly formed by the LOC and the Association of Oregon Counties in 1981, CIS is a member-owned and governed risk-sharing pool serving Oregon’s cities and counties. CIS provides property, liability, and employee benefits coverage, along with expert risk management and HR services tailored specifically to public entities.
Serving 98% of Oregon cities and more than 81% of counties, CIS helps local governments manage risk, control costs, and protect their people, operations, and public resources. CIS also works closely with local insurance agents to support members and strengthen long-term stability.
