Courageous Leadership in Critical Times – Sitting in the Fire Without Being on Fire

This workshop will equip attendees with the knowledge and tools needed to lead municipal teams effectively, particularly in today’s challenging and changing world. The workshop includes these four critical sessions, each tackling a unique type of leadership challenge:
- Part 1 - Leading by Example: An interactive session that provides tips for setting boundaries, leading with vulnerability, establishing expectations, and setting yourself up well for tense conversations.
- Part 2 - vs. Organizational Leadership: An exploration of the dynamics of power, influence, and decision-making within your municipal organization and the political contexts therein. This session examines how municipal leaders can effectively navigate complex situations, build strong teams, and achieve organizational goals while working in conjunction with elected policymakers.
- Part 3 - Building Coalitions: Municipal leaders deal with a diverse group of employees, political leaders, and community members, all of which come together to meet the needs and objectives of their communities. This session will explore how city leaders can work effectively with internal and external partners, even those you don’t always agree with or get along with.
- Part 4 - Maintaining Your Values in a Changing World: What happens when outside forces, either political or monetary, require you to change how your organization conducts business, but the pivot impacts your community’s values? This session addresses the changing political climate head-on, providing real-life tools for attendees who believe that certain political requirements and monetary needs will negatively impact their organization’s values and beliefs. Attendees will learn how to lead their organizations through this pivotal turning point successfully.

Paid Leave Oregon 101
Speaker: Pam Bowles, HR Consultant, CIS
Paid Leave Oregon is a new state program that will provide up to 12 weeks of paid time off per for employees in qualifying circumstances, beginning in September 2023. Payroll tax collections for covered employees and employees will begin sooner, in January 2023. With all these changes, LOC and CIS are pleased offer this free virtual session leading you through what you need to know today about this brand-new program.

City Planning in Oregon

This training will provide an introduction to city planning in Oregon, including:
- A brief history of Oregon land use laws and their implication for cities;

Public Budgeting 101
Speaker: Ross Schultz, Experienced Former Finance Director and City Manager
This general municipal budget training is intended to orient members of city budget committees, including council members, and city staff contributing to budget development.
This LOC training will provide attendees with a high-level understanding of:
- The budgeting process and the budget lifecycle;
- The roles and responsibilities of key players in the budget lifecycle;
- Information on Oregon Budget Law and typical sources of revenue and expenses
- Basic principles of public meetings and ethics as they apply to local government and budget committee service
- Continuous improvement of your budget presentation; and
- Resources for further learning.
Please note: this training was not designed to cover budget law in detail, but rather to provide an overview to a wide variety of city representatives who may be encountering this process for the first time. The LOC encourages staff responsible for budget preparation to also take advantage of the resources available through the Oregon Department of Revenue, such as the comprehensive yearly webinar recordings and technical assistance staff.
