Position Overview
The City of Canby has an exciting opportunity for a highly motivated and organized Public Works Supervisor. This position directly oversees the streets, parks, and collections teams of the Public Works Department.

Supervise the operation and maintenance of the city's infrastructure including streets, collections/sanitary sewers, storm drainage, surface water systems, and building maintenance. Perform a variety of manual skilled and complex technical tasks relative to the assigned area of responsibility, including administrative responsibilities. Coordinate the Public Works Safety and Training Program. Coordinate and monitor contractor bids and service agreements. Oversee and coordinate public works staff assistance as needed to support City events. Operate, maintain, and repair various maintenance and other public works equipment.

Supervisory Responsibilities

Supervises staff; provides scheduling, formal training, evaluations, and development.
May assume duties and responsibilities of the Public Works Director in their absence.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.

Supervise activities of department staff. Schedule, assign and review work. Make hiring recommendations. Conduct performance coaching and evaluations. Motivate and praise employees. Respond to grievances and (if necessary) discipline staff in accordance with City policies, procedures and collective bargaining agreements.

Arrange training for staff as needed and track training and certifications of employees. Provide opportunities for developmental training to employees.

Assist in formulating and tracking departmental goals and objectives. Assist Director to develop long term plans and strategies for assigned section of responsibility. Determine program priorities and operational plans, resource and training needs, capital purchases, and allocation of resources. Conduct research, prepare analyses and make recommendations. Assume duties and responsibilities of the Public Works Director as needed during his/her absences.

Oversee and support safety training and department loss control measures; conduct or direct safety training activity, including maintaining and updating safety policies and procedures and training records for department staff. Follow all safety rules and procedures for work areas.

Assure Operations staff follows appropriate safety procedures. Provide staff with basic job training and safety instruction. Work closely with Risk Manager and City Safety Committee program to ensure there are no safety violations or hazards. Act as a liaison between the Public Works Safety and Training Program and the City's Safety Committee.

Responsible for Erosion Control Program including design standard implementation, permitting, inspections and enforcement activities. Prepare reports as required to reflect compliance with established regulations.

Coordinate public works staff assistance as needed to support City events; including assigning and scheduling staff duties and responsibilities, blocking off streets and setting up barricades, set up and tear down, installation of lights and decorations, clean up before, during and following events, etc.

Participate in development of the department's annual budget, monitor and control expenditures. Research and develop cost estimates for related budget items. Oversee the purchase and inventory of equipment and supplies. Write and approve specifications for purchase of new equipment or for facilities management needs.

Oversee contracts and contractors when necessary. Evaluate and/or monitor contract requirements, project schedules and costs to ensure completeness and compliance with project specifications. Advise Director on contractual rights and obligations. Seek bids, contact venders, make recommendation on contractors, and evaluate costs. Order parts and schedule work to be contracted out.

Respond to inquiries regarding operation and maintenance of the city's infrastructure. May be required to respond to after-hours emergencies and other work-related situations. Work with the City's Risk Manager to report and address incidents, claims, liabilities and other concerns related to area of responsibility.

Operate, maintain, and repair various maintenance and other public works equipment.

Oversee and perform special projects, functions, and tasks as assigned.

Facilitate communication and collaborative efforts between all sections of public works. Meet regularly with the Public Works Director, Lead Workers, and other City staff as necessary to create and maintain a positive work environment.

Maintain cooperative working relationships with City staff, other organizations and the general public. Actively promote and support diversity in the workplace through staffing, promotions, training and career development. Represent the City in a positive and professional manner. Respond to questions from citizens, vendors and visitors. Provide general assistance as needed.

Performs additional duties as assigned.

Competency Profile
The individual in this position is expected to possess or acquire:
Advanced knowledge of assigned area of responsibility: including streets and sewer operations, storm water collection, construction methods, materials, and maintenance procedures.

Considerable knowledge of the federal, state, and regional guidelines and rules related to the maintenance of the City's infrastructure.

Thorough knowledge of the vehicles and equipment used for infrastructure maintenance.

Requires ability to plan and prioritize work in order to meet demanding schedules and a variety of calls for service.

Must be able to maintain confidentiality of data when appropriate.

Must be able to perform duties with a focus on safety with a thorough knowledge of the occupational hazards and safety procedures appropriate for infrastructure maintenance activities.

Ability to provide leadership and direction to vendors, contractors and staff members.

Must be able to work as a team participant to cultivate a team climate.

Knowledge of computer word processing and spreadsheet programs.

Knowledge of the principles of supervision and management.

Job Qualification Requirements
Minimum Qualifications

Associate’s degree or equivalent from a college or technical school in a related field
Five years of public works experience
Two years in a lead or supervisory role
Or any satisfactory combination of education, experience, and training that demonstrates the knowledge, skills, and abilities to perform the above duties.
Possession of valid driver’s license with acceptable driving record.
Depending on area of assignment, may require, within twelve months of appointment:
Work Zone Traffic Safety Certifications
CPR/First Aid card
Confined Space Entry
Forklift Certification
Hazardous Material Certification
Level III Collection Certificate (within 18 months)
Ability to obtain a Class B Oregon Commercial Driver’s License (within six months).

Preferred Qualifications
Previous experience working for the City of Canby Public Works Department.
Possession of higher- level certifications than those required.
Any certifications relevant to the maintenance of a City infrastructure.
Working Conditions and Supplemental Information
Mental effort

Usually, normal concentration and deadlines with occasional periods of sustained deadline pressure.

Physical effort
High: While performing the duties of this position, the employee is frequently required to stand, sit, bend, crawl, kneel, grasp, stoop, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Many duties are physically demanding, requiring entry to confined spaces and occasionally moving materials weighing up to 100 pounds. Movement of materials weighing up to 25 pounds may consume up to 15% of the work period. Activity and types of duties performed require manual dexterity and coordination.

Work environment
High Risks/Discomforts: Work is performed in a wide variety of environments including office, shop, and outside conditions, with exposure to all weather conditions, fumes, oils, and chemicals, dirt and dust; and at work sites with exposure to noise levels which may require hearing protection. Entry to confined spaces is required on an infrequent basis. May work around heavy equipment and machinery or in high locations. The remainder of the work period occurs under usual office working conditions where the noise level is typical of most office environments with telephones, personal interruptions, and background noises.

Position is subject to call-out after normal business hours to address or respond to emergency situations.
May require working on weekends and holidays.
