The City Attorney is chief legal counsel for the City. Responsibilities include providing legal services to the City Council and City commissions and committees, City Administrator, and other City staff. Work is performed under the direction of the City Council, who will conduct periodic reviews and evaluations of employee’s performance. The City Attorney independently performs a wide variety of complex work in broad support of the city goals and objectives.
Examples Of Essential Duties:
Essential Functions:
Advises City Council and City commissions and committees on matters coming before them in performance of their duties, and relevant developments in the law.
Advises City Administrator and City departments and staff on legal affairs of the city and other agencies, and status of laws.
Actively participates in labor negotiations and collective bargaining.
Drafts and reviews ordinances, resolutions, contracts, deeds, leases, and orders for City Council.
Drafts and reviews contracts, agreements, letters and other legal documents for City Administrator and City departments.
Represents the City of Madras in litigation, which may include appeals and administrative proceedings, as needed or as directed by council. Prepares appropriate pleadings, oral and written arguments.
Conducts legal research and prepares memoranda on a wide range of topics and concerns. Keeps abreast of legislative decisions that may affect the city.
Provides training and updates to city council and staff on legislative changes and recommends policy updates, in compliance with federal, state, and local laws.
Represents the city in intergovernmental relations.
Attends City Council, Planning Commission, committee meetings, and public hearings.
Other duties, as assigned.
Knowledge, Skills, and Abilities:
Knowledge of municipal, land use, criminal, administrative, real estate, labor and employment law, public contracting, public meetings and records, judicial procedures, rules of evidence, methods of legal research; interpreting and applying legal principles etc.
Skilled in preparing, analyzing, and negotiating legal documents. Experienced in negotiating contracts and agreements.
Proficient in risk management and ability to make analytical and sound policy and procedural recommendations.
Ability to interact effectively with the City Council, City Administrator, department directors, other city employees and the public; Communicate effectively in written and oral form with coworkers, management, elected officials and the general public, and display excellent interpersonal skills and awareness of controversial and/or sensitive issues.

Typical Qualifications:
Minimum Qualifications
Graduation from an accredited law school with a Juris Doctor degree in law; and three (3) years of experience as a practicing attorney.
A license to practice law in the State of Oregon, and member in good standing with the Oregon State Bar Association.
Preferred Qualifications
Previous experience serving as a municipal attorney


Physical Requirements
Frequent repetitive motions including, but are not limited to, hand, wrist and finger movements; daily walking, reaching, standing, talking, hearing and seeing. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
