PURPOSE OF POSITION
Under the general supervision of the Public Works Data Manager, the principal function of this position is to participate in and promote the development, maintenance, and support of the City’s enterprise asset management system (EAMS) and geographic information system (GIS) programs within the Public Works Department for the City of Redmond. Essential duties will include providing significant support and training to end users utilizing the City’s EAMS, as well as providing professional level support for implementation, maintenance, and analysis of the GIS to service the City in the collection, update, and distribution of geographic information.

Essential Job Functions
ESSENTIAL JOB FUNCTIONS
Collects and enters asset data from various sources, such as field investigation, as-built drawings, and operations & maintenance (O&M) manuals, into EAMS, GIS, and various related databases. Modifies and maintains data as needed to support data analysis.
Establishes equipment records; associates the manufacturer’s maintenance recommendations with the equipment records. Defines, compiles, and incorporates maintenance activities into asset management databases. Provides guidance and support to end users in the operation, use, and capabilities of asset management databases and software.
Participates in and promotes the integration between asset management databases and GIS. Participates in and promotes the integration of other software utilized by various departments of the City into GIS and asset management systems.
Develops internal and external web-based GIS applications, story maps, and dashboards within the ESRI framework, utilizing ArcGIS Portal, ArcGIS Online, web map services, and other ArcGIS technologies.
Creates, maintains, and enhances GIS data sets according to evolving needs and resources including creation, digitizing, editing, QA/QC, calculation, editing of attributes, and merging data from different sources.
Plans, prepares, produces, and maintains various maps, dashboards, and reports utilizing data from the GIS and asset management software databases.
Collects field data utilizing ArcGIS Field Maps and survey grade GPS systems.
Creates and manages utility assets within a Trace Geometric Network.
Develop Python scripts to automate tasks and manipulate data.
Works with end users to troubleshoot issues as they arise with asset management and GIS systems.
Provides in-house training programs and manuals for asset management, GIS, and other relevant software applications.
Builds and maintains effective relationships, providing support that aligns with organization and stakeholder goals.
Assists with the establishment and maintenance of user profiles within the asset management database and GIS software (e.g. security settings and access controls for each program user). Coordinates with the Information Technology Department, as needed.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the GIS and asset management fields.
This position may require the use of a City vehicle to attend meetings, trainings, etc.
May serve as a member of various employee committees, perform general office duties and other related duties as assigned.
Qualifications
JOB QUALIFICATION REQUIREMENTS
Mandatory Requirements:
Associate's Degree in relevant field (e.g. Data Science, Applied Science, Engineering, Information Technology, Computer Science, etc.), and four (4) years of increasing responsibility and experience working with geographic information and asset management systems or any satisfactory equivalent combination of education, training, and experience which demonstrates the knowledge, skills, and abilities to perform the duties of the job.
Related experience includes significant responsibility in collecting, entering, and verifying data; supporting users; analyzing workflows and data; and reporting.
Desirable Requirements:
For desirable requirements to be considered, one must have met the mandatory requirements noted above:
Bachelor’s Degree in relevant field (e.g. Data Science, Applied Science, Engineering, Information Technology, Computer Science, etc.),
Two (2) years’ verifiable work experience in a municipal (city/county) government, and an understanding of municipal utility infrastructure systems.
GIS Professional (GISP) certification.
Institute of Asset Management (IAM) certification.
Experience with government specific software systems (SCADA, ArcGIS, SQL-based Utility Billing, AMR, etc.).
Prior experience and/or education in the maintenance and use of asset management software and/or experience with the ESRI software suite, including ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online.
Special Requirements / Licenses:
This position may require employees to operate a motor vehicle in the course of their position. Possession of or required to obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.
Must have a safe driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
Detailed knowledge of modern GIS methodologies, techniques, and tools.
Knowledge of relational database design technology.
Knowledge of the roles of Portal and Server within ArcGIS Enterprise.
Experience publishing and managing REST services from ArcGIS Server and/or ArcGIS Pro.
Experience building and managing distributed collaborations between Portal and ArcGIS Online.
Experience developing GIS web applications including dashboards, web apps, and story maps within ArcGIS Enterprise Portal and/or ArcGIS Online.
Experience building web applications using ArcGIS Experience Builder.
Experience developing GIS mobile applications for ArcGIS Field Maps.
Knowledge of GPS mobile field data collection and equipment.
Experience with Geometric Network and Utility Network design, development, and migration.
Experience building and managing distributed collaborations between Portal and ArcGIS Online.
Experience developing ESRI python scripts to manage and manipulate GIS data and processes.
Knowledge of asset management and GIS systems including work order management applications and
support services.
Exceptional organizational skills and attention to detail.
Ability to understand and define user requirements.
Ability to visualize abstract concepts, utilize critical thinking, work in an accurate and detailed manner, exercise independent judgement, analyze and develop solutions, prepare and present reports, work in a fast-paced environment, etc.

Work is performed under the general direction of the Public Works Data Manager, or designee, who holds employees accountable for achieving goals and objectives.

This is not a supervisory position. May assist in direction, guidance, or training in operational procedures to other employees.
