ABOUT THE ROLE
Reporting to the Human Resources Director and serving as an enterprise-wide support service under the City Manager’s Office, this role plays a vital part in fostering a safe, well-maintained, and collaborative work environment across City departments. The Facility & Safety Operations Supervisor will lead facility maintenance operations and serve as a key partner in promoting a proactive safety culture.

This critical role supervises Facility Maintenance Technicians and collaborates across departments to ensure a safe, functional, and compliant environment for staff and the public. This position works closely with employees at all levels, oversees the City’s Safety Committee, and acts as the point of contact for OR-OSHA compliance and initiatives. EXAMPLES OF KEY RESPONSIBILITIES
• Supervise Facility Maintenance Technicians, ensuring quality work, performance monitoring, and timely task completion.
• Manage preventive maintenance schedules, repairs, and inspections for City buildings.
• Develop, implement, and enforce safety policies in compliance with OR-OSHA and other regulatory standards.
• Conduct risk assessments, accident investigations, and facility safety audits.
• Coordinate safety training and ensure staff compliance with safety protocols.
• Ensure compliance with building codes, fire safety regulations, and environmental health standards.
• Collaborate with internal departments, vendors, and contractors on facility projects.
• Maintain accurate records and generate reports on maintenance and safety performance.
• Recommend and implement improvements to increase efficiency and reduce risk.

Qualifications:
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
• Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor’s degree in Facilities Management, Occupational Safety, Risk Management, or a related field AND 7 years’ experience in facilities maintenance.
• Previous experience in a supervisory or leadership role.
• Advanced knowledge of OR-OSHA regulations, workplace safety standards, and risk management best practices.
• Strong problem-solving and analytical skills.
• Demonstrated proficiency in Microsoft Office Suite and facility management software.
• Demonstration of excellent written and verbal communication skills.
• Demonstrated ability to manage multiple priorities and meet deadlines.
• Valid Oregon Driver’s License at time of hire.

Preferred Qualifications:
• Certified Facility Manager (CFM), Certified Safety Professional (CSP), or similar certification.
• Experience working in a public sector or government setting.
• Familiarity with emergency response and business continuity planning.
• Experience with budgeting and procurement for facility operations.

Physical Demands:
The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 30 pounds, and occasionally lift or move materials up to 100 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required about 90% of the work period while operating such equipment as computers, keyboards, telephones, standard office equipment, maintenance equipment, and motorized vehicles. Physical exertion may be required to move heavy objects, crawl through tight spaces, and kneel in confined areas. Physical effort may be required to perform heavy manual labor in confined and cramped spaces, uncomfortable conditions, climb ladders, bend, reach, and stand for long periods of time.

WORKING CONDITIONS/WORK ENVIRONMENT
Combination of office and fieldwork, requiring site inspections and facility assessments. Work location is primarily indoors where most work occurs under shop and building maintenance conditions. Work may involve exposure to dust, loud noise, fumes, and sawdust. The employees is exposed to the risk of physical harm from hazards found in the maintenance environment. Subject to 24-hour call back for emergencies. May require occasional evening or weekend work for emergency maintenance or safety incidents.

SAFETY CONSIDERATIONS
The employee will wear proper protective equipment in compliance with OSHA standards to include: safety glasses, hearing protection, gloves, hard hat, reflective vests, and respirators when and where recommended and/or required.
