The City of Eugene is recruiting for a Budget Manager to join the Finance Division

The Budget Manager position is a new position created from a reorganization within the Finance Division; previously, the Assistant Finance Director acted as Budget Manager.
The Budget Manager will direct the work of the Budget, Financial Analysis and Treasury team in the Finance Division to develop and manage the City's budget, financial analysis and treasury functions. The Budget Manager will plan, organize, and manage the budget and long-term financial planning processes for the City and the Eugene Urban Renewal Agency. They will also perform complex and technical analyses, financial projections and forecasts, and work with all departments to develop budgets in accordance with Oregon budget law. The Budget Manager will also oversee management of the City’s investment portfolio and cash management functions.

The Budget Manager will be a skilled public finance professional with strong communication skills (oral and written), excellent planning and organizational skills, technical knowledge of government budgeting principles and practices and the ability to work in a team environment. They will have experience directing a team to work on complex tasks under tight deadlines, such as preparation of the annual budget and the capital improvement plan, and should be able to work independently with minimal guidance from the Assistant Finance Director.

Must reside in the state of Oregon and be able to report onsite for work in Eugene, OR per business need.
Schedule: Monday - Friday, 8 a.m. - 5 p.m. with flexibility per business need.


Examples of Duties Performed - Duties may include but are not limited to the following
• Plans, organizes, and oversees preparation of the City's annual operating budget and capital improvement plans.
• Staffs the City’s Budget Committee as they review and make recommendations on City budget information.
• Oversees the City’s treasury program, including cash management and investment of City funds.
• Acts as consultant on a wide range of financial issues for departments, Executive Managers, and elected and appointed officials; researches, mediates and resolves technical, sensitive and/or controversial inquiries, complaints and concerns; communicates and coordinates with other City program areas to ensure effectiveness of interdepartmental operations and activities; responds to requests for information from elected and appointed officials, the media, the public, and business and community organizations.
• Implements, monitors and evaluates City-wide budget and financial management policies and procedures and makes recommendations as necessary.
• Acts as functional lead to select, implement and maintain automated budgeting systems for the organization; meets and confers with system users, information services staff, consultants and others on the implementation and on-going updates and maintenance of software systems.
• Serves as a member of the Finance Leadership Team; participates in development of division budget, goals, objectives, policies, and procedures; may act in the capacity of the Finance Director or Assistant Finance Director in their absence.
• Selects, supervises, and evaluates assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
• Performs other duties of a similar nature or level as required by management to meet the needs of the division.

MINIMUM QUALIFICATIONS:
Experience:
• Five years of professional experience in public budgeting, finance administration and management or public administration and research, including two years of supervisory or program management experience.
• Experience working for a government agency in public budgeting and/or cash management is preferred.
Training:
• Equivalent to a Bachelor's degree from an accredited college or university in Public Administration, Finance or Business, or a closely related field.
• Master’s Degree in Public Administration, Finance or Business is preferred.
Licenses and Certificates:
Possession of Certified Public Finance Officer (CPFO) is preferred.

Must pass background check.

The successful candidate for this role will be able to direct staff throughout the organization to prepare the annual budget and capital improvement plan. They will apply their municipal budgeting knowledge to ensure that the City’s financial information is sound and accurate and prepared in accordance with all applicable rules and regulations.

The successful candidate will be adept at leading an organization through transition from the traditional budgeting process to the new approaches of priority based budgeting and biennial budgeting. Throughout the process, the successful candidate will develop and cultivate trust and confidence within the team, organization, and community.

The ideal candidate will be committed to ensuring the integrity of the City’s financial information, responsible stewardship of the City's financial resources and the transparency of financial data and processes.

Excellent Communication Skills
The candidate will have the ability to clearly explain, both orally and in writing, elements of the City’s financial position, key financial issues and budget processes to the City Council, Budget Committee, Executive Managers, City staff and the media.

Creativity, Flexibility and Ambiguity
The Budget Manager will use creative problem solving and innovation to approach complex issues from a broad perspective and see a variety of options and scenarios to be explored. They must be comfortable with remaining flexible while working within Oregon Local Budget Law. Assignments may be made with ambiguous instructions and a level of uncertainty of the desired or expected outcome.

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
