The City of Newport is seeking an experienced, professional, and dedicated individual to fill the position of Recreation Superintendent.
This position will manage the operations of the Recreation Center facility, including staffing, programming, facility maintenance, safety, marketing, and budget oversight. Plan, market, and implement programs, classes, and special events. Cultivate revenue and resource generation, and promote facility usage. Provide quality community recreation opportunities to city residents and visitors. Promote and organize regional events that draw people to Newport. Serve on county and statewide coalitions as part of the decision-making process in granting funds to regional programs and organizations. Monitor the safe and efficient use of resources. Respond to inquiries, complaints, and concerns from the public.
QUALIFICATIONS:
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor's Degree in Recreation Management or related field, AND 8 years related experience, AND 5 years’ experience in a supervisory or management capacity.
KNOWLEDGE: Extensive knowledge of the operation of recreational or other comparable facilities. Knowledge of the principles, terminology, techniques, methods, supplies, equipment, basic rules, and skills involved in a variety of recreation programs. Knowledge of techniques in supervising various recreational activities. Knowledge of the philosophy and objectives of the recreation profession, and the purpose, use, and benefit of various elements of specific programs. Knowledge of the principles of supervision, training, and performance management. General knowledge of fitness/recreation programs. General knowledge of business, finance, accounting, and budgeting activities. Knowledge and experience in planning, prioritizing, and organizing a complex and heavy workload.
SKILLS: Skill in the use of personal computers, various related software programs, and standard office equipment. Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Effective management and team-building skills, conflict resolution, and strong leadership. Exceptional interpersonal skills and strong oral and written communications skills with a variety of audiences. Competence in business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills, combined with excellent judgment and professionalism.
ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the public. Ability to effectively supervise staff, and establish and maintain effective working relationships with employees and city officials. Ability to direct, supervise, and instruct recreation programs efficiently. Ability to work well with managers, supervisors, and employees, as well as the public; ability to communicate effectively, both orally and in writing, with individuals and groups. Ability to elicit information and cooperation from individuals and groups. Ability to communicate complex material in a simple, understandable manner. Ability to effectively function in an intense work environment with numerous interruptions and conflicting demands. Ability to exercise good judgment, and maintain confidentiality with critical and sensitive information, records, and reports. Ability to understand, interpret, and apply general administrative, city, and departmental policies and procedures. Ability to multi-task and work under steady pressure with frequent interruptions. Ability to read, understand, and review documents for accuracy and relevant information. Ability to use sound judgment in following and applying appropriate laws, regulations, policies, and procedures. Ability to make accurate arithmetic calculations, compose correspondence, and compile and arrange data in a readable and comprehensible manner.
Ability to coordinate activities, meet critical deadlines, and deal successfully with the public, in person and over the telephone. Ability to understand and follow instructions. Ability to use applicable office terminology, forms, documents, and procedures in the course of the work. Ability to operate office equipment, including computers, supporting word processing, spreadsheet, and database applications. Ability to honor the confidentiality required of this position. Physical ability to perform the essential job functions. Ability to maintain regular and constant attendance.
SPECIAL REQUIREMENTS:
• Valid Oregon Driver's License within 30 days of hire
• First Aid/CPR/AED within 90 days of hire
• Certified Park and Recreation Professional within 12 months of hire
DESIRABLE REQUIREMENTS:
• Course work in management Marketing theory, principles, and practices, and their application to recreation programs
• Theory, principles, operational practices, and trends in public recreation program development and administration, including laws, regulations, and safety used in the operation of recreational programs
PHYSICAL DEMANDS:
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 25 pounds, and rarely lift or move materials more than 60 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required 60% of the time to operate such equipment as computers, keyboards, telephones, standard office equipment, and recreational equipment. The position requires the mobility to interact with and use parks and recreation equipment. The position risks harm from physical hazards, including chemicals, fumes, wet and slippery surfaces, swimming pools, and exposure to varying weather conditions.
WORKING CONDITIONS/WORK ENVIRONMENT:
Work location is primarily indoors where most of work occurs in a recreational environment, a recreation center, and swimming pool. Occasionally the work location will be at a city park.
