Overview of Multnomah County Drainage District and the Urban Flood Safety and Water Quality District

We are independent public agencies that improve flood safety, respond to the threat of climate change, and to calls for racial justice, environmental protection, and improved access to nature. The Multnomah County Drainage District (MCDD) currently reduces flood risk in greater Portland along the Columbia River and the Columbia Slough. MCDD manages four public agencies, led by elected boards, that collectively operate and maintain 27 miles of flood levees, 12 pump stations, and 45 miles of sloughs, canals, and culverts. We reduce flood risk for residential communities, thousands of businesses, the Portland International Airport, sections of I-5, I-205, and I-84, Oregon’s second largest supply of drinking water, and electricity and natural gas hubs.

Purpose
The Maintenance Mechanic Lead oversees vehicle and equipment maintenance, repairs for all buildings, grounds, vehicles/trucks, heavy equipment, small tools and equipment, and other systems found on the MCDD campus. The Maintenance Mechanic Lead also acts as lead for purchasing and procurement needs for the Operations Department in collaboration with other District staff.

Distinguishing characteristics
This classification requires broad knowledge and skills in methods, practices, and tools of several mechanical and construction trades including vehicle and equipment maintenance and repair, small engine repair, carpentry, pump repair, metal fabrication, fencing, building maintenance and repair. Requires computer skills, troubleshooting, knowledge of safe practices and ability to work well independently and within a team.

The position reports to the Operations Manager.

Responsibilities
Typical position tasks include, but are not limited to:

Tools, Fleet, and Equipment Maintenance – 40 %

Responsible for the implementation and management of ongoing planned and emergency maintenance and repairs performed on tools, equipment in collaboration with the Operations Team, including quality control, records management and retention.
Diagnoses and repairs issues in trucks and heavy equipment to ensure they are in proper working order and comply with emissions regulations.
Designs and/or makes alterations, modifications or adaptations to vehicles, equipment, and structures, fabricating parts as needed.
Assists the Operations Manager with development and implementation of standards and guidelines for preventative and reactive maintenance and with creating and adhering to annual budgets and a comprehensive asset maintenance program.

Administration, Contract and Procurement Management - 20%
Plans and coordinates procurement needs for the Operations Team. Works with MCDD procurement department to meet public procurement requirements.
Plans and estimates jobs, purchases equipment and supplies, and updates the District’s Asset registry and or CMMS accordingly.
Manages contracts which require availability off-hours and some on-call time, including campus security, facilities access, and others as assigned.
Acts as contract manager for a variety of vendors, processes invoices, oversees work, and manages ongoing relationships and communications with vendors and contractors.
Updates and catalogs Safety Data Sheets (SDS) in accordance with OSHA regulations.

Pump Stations Maintenance - 20%
Works in collaboration with the Asset Maintenance Specialist to build knowledge on pump station repairs and maintenance.
Facilities Maintenance - 20%
Plans and coordinates the maintenance of facilities on the MCDD campus, including the Shop, Administrative Building, and other structures. Investigates requests, identifies repairs and maintenance needed. Executes repairs and manages contractors when needed. Responsible for all building and electrical maintenance including HVAC, fire systems, plumbing, lighting etc.
Inspects facilities to ensure proper maintenance and upkeep.
Acts as the lead point of contact and subject matter expert on district facilities and improvement projects.
Documents and Manages the District’s compliance with OSHA requirements by inspecting and documenting all aspects of the shop, facilities, vehicles and equipment.
Other
Supports other District staff on various activities and projects as assigned.

Typical Qualifications
Knowledge of:

Methods, techniques, equipment, and materials related to public works operations, construction, and maintenance found under responsibilities above.
Safe work practices, OSHA regulations, and safety equipment related to the work.
Computer skills including software such as MS Office, Smartsheet, internet search browsers, administrative software supporting procurement and accounting procedures, and CMMS.
Principles and practices of budgeting, purchasing and maintenance of records.
Practices or measures that reduce the environmental footprint of facilities, equipment, and vehicles.

Ability to:
Cross-train employees in safe and effective maintenance practices.
Apply specialized and in-depth knowledge to immediate repairs and development of long-term goals.
Operate heavy equipment and power tools used in public works maintenance operations.
Establish and maintain effective relationships with other employees, contractors, and the public.
Analyze problems, evaluate alternatives, recognize environmental best practices, and recommend solutions to complex maintenance problems.
Be available for on-call rotation which requires weekend and evening monitoring of pump stations and responding to emergencies as needed.
Communicate effectively, both orally and in writing, with a variety of audiences including field crew, administrative staff, contractors, and vendors.
Manage and balance competing priorities, including time sensitive administrative and field needs.
Learn and improve existing workflow systems and processes.
Ability to read electrical schematics and trouble shoot AC and DC electrical systems.
Work independently and collaborate with others.

Education, experience, and special requirements
This position requires the following:
High school diploma or G.E.D.
10+ years of progressively responsible experience related to job responsibilities.
Valid Class C drivers license
Experience using computer software to complete administrative procedures, organize programs, and communicate with other staff effectively.
Requires, at minimum, one preferred education and/ or significant experience item below.
Oregon Limited Electrician License
ASE certified.
Class A CDL with airbrake endorsement
Improving job flow and process efficiencies
Knowledge of plan review and mark up
Other certifications may be beneficial. Examples include advanced auto electrical, advanced welding certificates, advanced machine shop certifications, forklift, and ASE certification.

Preferred education and experience for this position include:

Supplemental Information
Working environment
Work is performed in both a standard office environment and in the field; exposure to variable and/or extreme weather conditions, flowing water, water-borne pathogens found in floodwater, and off-road driving conditions; standing, walking, driving, hiking, digging, and may be required to lift up to 100 pounds and carry 50 pounds.

Position occasionally requires availability during evening and weekend periods on a rotating on-call basis to support community events sponsored by MCDD, and flood-fighting situations.

This position requires applicants to pass a pre-employment drug screening and to be responsible for their own safety and/or others’ safety. It is a safety-sensitive position.

Schedule requirements
A typical workday is from 7am-3:30pm, Monday-Friday. The Summer schedule may change based on operational needs. During the 2023 summer, the schedule will typically be 6:30 am - 2:30 pm. Schedule is subject to change at the discretion of the Operations Manager with reasonable notice.
