At times, it may be necessary to fill a vacancy on the city council because the offical elected to that position is unable to fulfill their duties as councilor. Council vacancy procedures are generally found in the city charter. Vacancies can either be filled through a special election or through a vote by the remaining city council members. The city charter determines which method is used depending primarily how much time is left in the term of the incumbent who is no longer able to perform their duties. Some cities may require the city council to interview candidates prior to appointing one to fill the position.
