Congressional Earmarks Return
The U.S. Senate has opened an online form to submit congressional directed spending (CDS) requests for the upcoming 2023 fiscal year appropriations bills. Cities can access the on-line form here. Submissions will close on April 1, so it’s a relatively tight timeline for requesting federal funds for your city’s priorities.
Oregon’s senators have created a guidance document that describes the details of what’s needed before submitting a funding request. This guidance document can be found here.
Here’s an overview of the guidance document:
- The first page of the document provides an overview of the information we will need from all applicants. Please review this first page carefully.
- The rest of the document provides a breakdown of the accounts that are open for CDS requests and the specific requirements that must be met for a project to be eligible.
- It’s also important to flag that some projects will need a technical letter of approval from a state agency indicating that the project is eligible to receive federal funding. The contact information for the state agencies is included in the guidance document.
- Finally, it’s important to understand that congressional subcommittees can make changes to the types of accounts that are open to CDS and an eligibility requirement at any time. If we hear of any changes, the LOC will do our best to provide you with the changes.
Budget Spreadsheet:
You will also find a budget spreadsheet that is broken into two separate pieces. The first section is a breakdown of all costs associated with the project in the various phases. It will also ask the status of each of the phases. The second section is asking about sources of funding that are being used to support the project. The proposed project does not need funding from each these various sources to be eligible. This added funding detail is helpful, so the senate offices understand if other funds have been confirmed. Finally, the end of the funding section has a designated section where you will put in the funding request for the 2023 Fiscal Year.
