Legislature Advances Housing and Infrastructure Investment Proposals

In lieu of funding the infrastructure programs originally proposed in SB 1537, the Legislature is expected to fund an infrastructure package with direct allocations to support housing development. Three bills that advanced last week include direct allocations that are considered a preview of that package.

SB 1530A includes funding for a variety of affordable housing programs. and the LOC is specifically advocating for $65 million to keep existing shelters open this biennium, and $100 million for site-specific infrastructure investments to support needed housing.

HB 4128 proposes nearly $90 million in direct allocations to cities for site-specific water infrastructure projects, and HB 4134A, Housing Oregon’s Workforce (HOW) bill, proposes $21.9 million in direct grants to cities to support housing developments in which at least 30% of the units are affordable to households earning 130% or less of county median income.

All three bills have advanced to the Ways and Means Committee.

The projects identified in HB 4128 and HB 4134A are expected to inform a final project list and total allocation of $100 million in SB 1530 for direct infrastructure grants.
