League Testifies on Police Accountability Bill

The LOC testified this week in favor of legislation that would allow voter approved police discipline commissions to go into effect with having to bargain the impacts with a labor union. SB 621, sponsored by Senator Lew Frederick (D-Portland), allows cities, with their voters, to establish a civilian commission that would oversee discipline of policer officers without the concern that a labor arbitrator could overturn the will of the city and voters. While the bill only impacts the city of Portland at present, its passage could pave the way for other cities to take such step. The bill was up for hearing only but is expected to receive further consideration.
