Public Safety Coalition Releases Substance Abuse Framework

The Oregon District Attorneys Association, the Oregon Association of Chiefs of Police, the Oregon State Sheriffs Association and the League of Oregon Cities have released an 11-point outline to reform Oregon’s substance abuse policies. 

The plan adjusts provisions of Measure 110 (M-110) by creating misdemeanor-level offenses for possession and public consumption of narcotics, while allowing defendants greater access to drug courts and diversion services. The plan also goes beyond reforming M-110 by encouraging the establishment of statewide detoxification and stabilization services, the creation of rapid response teams to connect patients who receive emergency Naloxone with services, and greater ease in siting secure residential treatment facilities.

Additionally, the coalition urges legislation to address a decision by Oregon courts that impedes the ability of police and prosecutors to convict drug dealers. The position statement has been provided to the legislative Joint Committee on Addiction and Community Safety Response, which is working toward legislation to address Oregon’s ongoing addiction crisis.
