Recreational Immunity, Addiction Policy and Police Supervisors Update
This week saw movement on several bills of interest on the League’s general government portfolio, including a recreational immunity fix, negotiations on Measure 110 reform and public safety collective bargaining. These bills include:
- SB 1576: This bill is the vehicle for a recreational immunity resolution. The -10 amendments add running, walking and biking to recreational immunity statute and addresses the immediate concerns raised by property owners. The amended legislation is expected to pass out of committee Monday, February 19.
- HB 4115A: This bill allows police supervisors at the sergeant level to form their own bargaining units. The legislation is the result of a negotiated compromise between management interests, including the LOC and police unions.
- HB 4002: This bill will be the primary Measure 110 reform. While the bill was not amended, negotiations to address public safety concerns took place this week, with the LOC endorsing a plan to establish an Unclassified Misdemeanor for possession of small amounts of controlled substances with opportunities for diversion.
