City Testimony Needed on Abandoned RV Towing Bill

Cities are encouraged to testify in support of HB 3556-2 at a public hearing planned for Tuesday, April 25 at 5 p.m. in the Joint Transportation Committee. The bill has not been officially scheduled yet, but a link to register to testify should be posted online in the coming days.

The LOC participated in a multi-stakeholder workgroup effort that has produced HB 3556-2, which aims to improve the process for removal and disposal of abandoned RVs. HB 3556-2 includes four key features that clarify the law around towing and ultimate disposal of abandoned RVs:

  • Consistent, 72-hour notice for ordinary tows of abandoned RVs;
  • Access to hearing rights if a person’s RV has been towed, and ability to reclaim personal property from an RV without reclaiming the RV itself;
  • Immediate removal of RVs that have been destroyed or that pose a hazard; and
  • A fund at ODOT to pay the costs of towing and dismantling abandoned RVs.

The bill also requests funding to help clear a substantial backlog of abandoned RVs. Over the long term, this work will be funded through an RV tag fee administered by the Oregon Department of Motor Vehicles. The LOC is still reviewing new -2 amendments to confirm technical details, but is supportive of the underlying effort.
