The city council is responsible for creating both long- and short-term goals for the city and for their work as a council. Strategic council plans generally have a 3-5 year time horizon that are reevaluated annually. Councils also have annual work plans that outline the policy agenda of the council. Many cities provide progress updates that report both on the outcomes of the agenda and strategic plan. Cities make these goals and plans available to the public. When creating goals, be sure to make them specific and measureable with a specific time frame for when the goal should be accomplished.
