ODOT Seeks Input for the TGM Model Development Code Update
The Transportation Growth Management (TGM) program is updating the Model Development Code for Small Cities. Over the last 18 months, TGM has drafted language to make the model code more useful for small-city planners, builders, and decision-makers; comply with current state laws; and reflect today’s planning practices.
Before the updated model code is published, TGM is seeking feedback from planners, city officials, developers, and anyone interested in development codes.
Review the draft model code PDF and complete the online survey.
The survey closes Sept. 25, 2026.
More Information About the Model Development Code for Small Cities
The Model Development Code for Small Cities is a free technical resource that helps small cities integrate land use and transportation planning, create mixed-use and walkable urban design, and meet legal requirements under land use law.
The code is generally designed for cities with populations under 10,000, but cities of any size may find useful sections in the code. The last major code update was in 2012.
