Court Ruling Blocks Governor’s Mandate for PLAs
A recent ruling by Marion County Judge Thomas Hart has paused an executive order from Governor Kotek which would require the use of project labor agreements (PLAs) on state construction projects. The governor’s office has not indicated whether it will challenge this ruling.
On December 19, 2024, Governor Kotek signed Executive Order 24-31, and local governments were initially concerned that the order would apply to state-funded projects. This could include everything from transportation projects to other state-funded infrastructure projects and housing projects. We’ve since learned that the intent effectively targets state-owned construction projects, such as state highways, but would not apply to local street projects supported by the State Highway Fund.
