Heavy Bill Load Expected in General Government Portfolio
In the final legislative workdays prior to the 2026 legislative short session, several bills impacting public safety, governmental administration and ethics were discussed and introduced this week. The following is a non-exhaustive list of concepts that will be tracked as part of the LOC’s General Government portfolio:
- LC 201: this concept seeks to reform state agency administrative rule making. Cities, like other interests, are heavily impacted by state agency administrative rules and will likely be engaged on this bill.
- LC 106: this concept is an omnibus draft coming from the Senate Judiciary Committee. Of particular interest to city leaders is the expansion of the crime of Aggravated Harassment to include threats to public officials.
- LC 92: this is the House Judiciary omnibus bill that includes a provision that allows courts to reduce some misdemeanors to violations under certain circumstances.
- Discussed but not formally introduced are three concepts addressing open meetings, executive sessions and the ability of public officials to accept food from their agencies. Conversations on changing open meetings guidelines are ongoing, and those concepts will be introduced when negotiations are finalized.
