Legislation to “End Measure 110” Filed

A bill that would make significant changes to Oregon’s approach to substance abuse response has been introduced for the upcoming 2024 short legislative session.  Introduced by Representative Rick Lewis (R-Silverton), the legislation recriminalizes possession of a controlled substance, increases penalties for distribution of narcotics that leads to death, and creates a criminal offense for the public consumption of drugs.  The bill also shifts financial authority over Measure 110 funds away from the Oregon Health Authority’s Oversight and Accountability Committee to the Alcohol and Drug Policy Commission. 

A full summary of the legislation has been released by the Oregon House Republican Caucus.

While the bill is chiefly sponsored by Representative Lewis, it is anticipated the majority - if not all - House Republicans will sign on to the bill.  The legislation does not currently have an assigned bill number but will receive one immediately prior to the opening of the session on February 5. 

The co-chairs of the Joint Committee on Addictions and Community Safety Response are expected to release their bill draft or summary next week, which will be covered in the weekly LOC Bulletin.
