LOC and DLCD Hosting Webinar on Updates to One-Time UGB Expansion Program

The LOC and the Oregon Department of Land Conservation and Development (DLCD) are co-hosting a webinar on changes made to the state’s One-Time Urban Growth Boundary (UGB) Expansion Program, which was established in SB 1537 (2024) and updated in HB 4082 (2026) and HB 4035 (2026). This tool is designed to allow cities to use a faster, one-time UGB expansion to bring more land for housing, both affordable and market rate, plus additional land to ensure that we are creating complete communities.

This webinar will primarily focus on HB 4082, which allows different qualifying criteria if a city is looking to bring in land for manufactured or senior housing. There will be time for information sharing and questions on HB 4035 as well.

Cities that were not eligible for a one-time UGB expansion under the original program may now be eligible. Additionally, there are other changes that make it easier to bring in more acres and build more housing.
