New Housing Planning Resources Available for Oregon Cities

Oregon is entering a new era of housing planning beginning January 1, 2027. Under the Oregon Housing Needs Analysis (OHNA) program, the state has adopted modernized rules that reshape how cities plan for housing production, affordability, and choice.

The department has published a new resource to help local governments put these updated rules into practice: Planning for Housing Needs in Oregon – A Guidebook for Goal 10: Housing.

This comprehensive, user-friendly guidebook walks planners through Oregon’s updated housing planning framework step by step. It includes technical guidance, helpful context, and practical templates to support local planning efforts.

What’s Included in the Goal 10 Guidebook?

The guidebook is organized around the key components of the Goal 10 housing planning process, including:

  • How needed housing and production targets are allocated to cities.
  • Identifying a community’s unique local housing needs.
  • Determining local land capacity for housing.
  • Creating a specific action plan to meaningfully address a city’s housing needs.

Two additional guidebooks are also in development: Goal 14: Urbanization Processes and Housing Planning in Small Cities.

New Housing Planning Explainers Available

In addition to the guidebook, introductory topic-specific explainers provide brief overviews of different parts of Oregon’s new housing planning program. These short-form resources are intended for those who want to understand individual topics before exploring the more detailed technical guidance.

New explainers recently added to the resource library include:

These resources offer local governments additional guidance as they prepare to implement Oregon’s updated housing planning framework.
