Notification Letters Regarding Building Performance Standards
In January of 2025, the State of Oregon’s Building Performance Standard (BPS) became active for all Tier 1 and Tier 2 covered buildings (see graphic below), as identified by House Bill 3409, passed in 2023. Oregon Department of Energy’s BPS program addresses energy use and emissions from existing commercial buildings, which account for nearly 20% of energy use in Oregon. It requires many large commercial buildings to enhance energy management practices and implement efficiency measures to meet energy use targets by a certain compliance date, which can also lower utility expenditures. This program will be administered at the State level, but cities in Oregon may receive inquiries from covered building owners in their jurisdictions.
