ODOT Road and Street Finance Questionnaire Due September 30

In early August, the Oregon Department of Transportation (ODOT) sent out its annual survey to cities for information on road and street receipts, expenditures and debt. This information is necessary for the preparation of annual reports required by the Federal Highway Administration (FHWA) and is essential in FHWA policy and program development. This data remains critically important to federal and state agencies and is required to be completed by all cities with a population of 5,000 or more.

There are three main sections/parts that need to be completed:

  • Part I: Receipts for roads and streets;
  • Part II: Disbursements for roads and streets; and
  • Part III: Debt information for road and street bonds and notes.

Part IV, which covers “Capital Outlay,” only applies to those cities with jurisdiction for roads and streets on the National Highway System (NHS). For more information on NHS detail by jurisdiction, see the tab on the survey.

The following materials include further details about the survey, including instructions:

  1. Local Road Street Questionnaire – Excel sheet (download and save to fill it out)
  2. Local Road Street Questionnaire Instructions

The deadline for cities to submit their survey is September 30, 2025.

If your city has any questions about this process, please send an email to: Economics@odot.oregon.gov, or to Evan Rogers at Evan.Rogers@odot.oregon.gov.
