Oregon Heritage Develops HTC Readiness Toolkit for Cities

Oregon Heritage is pleased to announce the new Historic Tax Credit Readiness Toolkit, created to help owners of historic rehabilitation projects better evaluate whether the federal Historic Tax Credit (HTC) can work for them.

The HTC supports projects that preserve, adaptively reuse and rehabilitate historic properties. The program provides a 20% tax credit for work on historic properties. From 2016-2026 rehabilitation projects using the HTC have generated $446 million in investment across 53 projects in Oregon. But more projects could benefit from the program.

Property owners with small projects may lack the resources and experience available to larger development teams, making it difficult to navigate questions about project eligibility, Qualified rehabilitation expenditures (QRE), tax considerations, and other factors that can affect whether the credit is a good fit. This toolkit helps by breaking complex topics into approachable steps that property owners can begin working through themselves. Educational modules, real-world project scenarios, a QRE Eligibility Guide, and Excel-based planning tools help owners assess project fit, develop preliminary numbers, identify potential hurdles, and prepare for conversations with professional advisors.

Oregon Heritage hopes that removing some of the uncertainty at the front end will encourage more Oregon property owners to explore the HTC and ultimately lead to more successful rehabilitation projects statewide. The project was funded in part by the Oregon Cultural Trust.
