Paid Family Leave Bill Passes Ways & Means

Legislation establishing paid family leave for Oregon workers passed the House Thursday after approval by the Ways and Means Committee earlier this this week.  Provided the bill passes the Senate, cities are advised to watch the Friday LOC Bulletin and Local Focus magazine for additional updates as rule making and implementation proceed. 

HB 2005, sponsored by Senator Kathleen Taylor (D-Milwaukie) and Representative Jennifer Williamson (D-Portland), authorizes 12 weeks of paid leave when an employee is ill or needs to care for a family member.  The program will be funded by a 1% of salary maximum premium on employee wages, 60% of which will be covered by employees and 40% by employers.  Employers will be able to petition the Oregon Employment Department to opt out of the program in if they offer a plan that is equal to or better.  Premium collections will begin on January 1, 2022 and employees will be eligible to take leave in 2023.
