PERS Adopts 2027-2029 Employer Contribution Rates

During their September 25 meeting, the Public Employees Retirement System (PERS) Board of Directors adopted employer contribution rates.  The employer contribution rate data and information begin on page 139 of the board packet, and individual employer rates can be found in the summary rate table, beginning on page 169.

The following is a contribution rate change summary:

  • Average collared base employer contribution rates will decrease 0.38% of pay starting July 2027;
  • Average collared net employer contribution rates will increase 2.56% of pay starting July 2027;
  • More than 180 side accounts expire by the end of 2027, so will no longer offset rates for 2027-29;
  • Year-end 2025 funded status is 76% excluding side accounts, up from 73% at year-end 2024; and
  • Year-end 2025 funded status is 80% including side accounts, up from 77% at year-end 2024.

The board packet also contains updates on: employer reporting requirements resulting from the Oregon Department of Administrative Services’ anticipated change to bi-weekly pay; the PERS Modernization project; and employer and member survey results.

The PERS Board also received positive news that the Public Employee Retirement Fund posted a return of 5.75% in August and is well on track to exceed the annual assumed rate of 6.9%.
