Police Arbitration Bill Advances in Final Hours

Legislation to reform police discipline arbitration passed the House with a commanding margin in waning hours of the legislative session. HB 2930 B, sponsored by Representatives Janell Bynum (D-Happy Valley) and Ron Noble (R-McMinnville), will: create clear disciplinary standards for serious police misconduct; require arbitrators use a preponderance of the evidence burden of proof when evaluating a police discipline case; and use a consistent “just cause” standard for law enforcement officers.

HB 2390 B passed the House with 53 “aye” votes and was first read into the Senate on Thursday evening. The bill is a priority for the LOC and is the result of bipartisan efforts by the bill sponsors.  City are urged to follow the bill’s status on the legislative web page and contact their senator in support of HB 2390 if they have not done so already.
