Police Reform Conversation Shifts to Collective Bargaining

This week, the Subcommittee on Equitable Policing, chaired by Representative Bynum (D-Happy Valley) and the Senate Judiciary Committee, chaired by Floyd Prozanski (D-Eugene), held an informational hearing on how the arbitration process works under the Public Employees Collective Bargaining Act (PECBA).  The purpose of the hearing was to provide an overview of discipline arbitrations system and short comings in the system.  Testimony included an overview from the Oregon State Police on discipline procedures. Committee conversation also focused on the burden of proof used by arbitrators when deciding discipline cases. There appeared to be concern among legislators that the there is no uniform burden of proof when deciding claims.  Testimony on legislation relating to arbitration and police collective bargaining will begin next week.
