Property Tax Reform Bill Passes Out of Committee, Heads to House Floor

The House Revenue Committee, led by Chair Nancy Nathanson (D-Eugene), has taken an interest in property tax reform this session. Rep. Nathanson proposed the -2 amendment to HB 2321, which would require the Legislative Revenue Office (LRO) to report to the Legislature potential fixes to the state’s property tax system ahead of the 2027 legislative session, with coordination from cities and counties.  

The bill was passed by the committee and now moves to the House floor for a vote.

Rep. Nathanson stated on the record that she plans to convene a legislative work group of stakeholders from local governments to public interest groups to help inform the LRO report.

As cities well know, the property tax system is inadequate under Ballot Measures 5 and 50 and will need a constitutional amendment to be changed. It will take coordination between the state, local governments, and the public to achieve a new system.
