Action Needed: Push Back on OHNA Overreach!

The Oregon Housing Needs Analysis (OHNA) draft rules, which were published October 1, are extremely problematic for cities as written. These draft rules represent a continued infringement of home rule, placing more analytical and administrative burden on cities, and opening cities to legal challenges. 

The LOC and the Association of Oregon Counties have worked together to create a letter outlining the highest priority problems and challenges in the draft rules, available here. The LOC is working to create a more detailed, technical, cross walked comments later this month. 

Cities - we need your help to push back on this overreach.  The LOC is asking for the following: 

  • Submit public comment. The Land Conservation and Development Commission is taking comment through November 7 at 11:55 p.m. Submit Written Testimony here!
  • Reach out to your legislators. Make sure they are tracking that the Oregon Department of Land Conservation & Development (DLCD) is not complying with legislative intent and that the rules miss the mark on our common statewide goal of producing more housing.
