Welcoming Two New Lobbyists
The LOC is ecstatic about welcoming two new members to the Intergovernmental Relations Department. Bringing decades of policy and advocacy experience, Charlie Conrad and Colette Tipper joined the League on June 1.
Charlie Conrad is supporting the public safety and general government portfolio. He brings to the LOC nearly 30 years of local and state government experience, including 15 years in law enforcement. Charlie’s name may be familiar, as he’s a former state representative who was an advocate for the needs of local government. He has emergency management experience that ranges from working directly with the Federal Emergency Management Agency (FEMA) to seek reimbursement on behalf of Lane County, to serving on the House Committee on Emergency Management, Veterans, and General Government from 2023-25 when he represented House District 12. Charlie previously worked for the LOC when he transitioned out of law enforcement, and he is eager to be back on “Team Cities.”
Colette Tipper is supporting the finance, tax, and economic development portfolio. Most recently, Colette served as government relations manager at Portland Community College, where she worked on legislative advocacy, policy analysis, coalition-building, and strategic engagement with elected officials and partners. Her background includes experience at the federal, state, and local levels, including work in a congressional district office, the Oregon Legislature, and political campaigns. She is excited to begin working with cities and stakeholders across Oregon.
