Cities have a responsibility to mitigate, to the greatest possible extent, any potential emergency that may occur in the community. When an incident occurs, the city is responsible for responding to the incident. If they determine that they cannot respond to the incident, they may ask for help from the county. The county may or may not choose to ask for help from the state, depending on the situation. There are tools available to cities to help them create an emergency preparedness plan. Tools for specific emergencies are listed under individual categories. Emergency preparedness plans should be made available to the public.
