2026 Legislative Report and Staff Announcement
The 2026 Legislative Session concluded less than a month ago with 104 bills making it to the governor’s desk. Today, the LOC is releasing its 2026 Session Summary Report detailing the policy and budget actions that cities should be tracking.
In this year’s report, the LOC has added a “city action” call out to help members understand action necessary or possible with new legislation. In addition, we’ve included a state budget summary to help communities track state investments that may impact them or their region.
The LOC lobby team is grateful for the member engagement that made this session a success – with all 2026 priority legislation passing. I want to extend my gratitude to each city that engaged, and to each member of the LOC lobby team that worked diligently on behalf of our members. From ethics reform to transient tax revenue flexibility to reducing grant matching requirements, the outcomes of the 2026 session will support all 241 cities.
In particular – we hope our members join us in thanking a departing longtime LOC Lobbyist, Scott Winkels. Scott joined the LOC in 2006 and has been an integral member of the Intergovernmental Relations team, representing cities with rigor, humility, and a sharp wit. Scott will be with the LOC through April, and then joining the lobby team at Oregon Business & Industry (OBI) in May, so be sure to reach out and wish him farewell.
