2026 Legislative Session Reaches Final Moments
As of Friday afternoon, March 6, we are in the final hours of the 35-day, fast-paced legislative session. Sine Die – a Latin term meaning “without any future date” used to indicate the end of a legislative session – is expected sometime Friday afternoon.
While summary reports are drafted and final bills move through the process, here are some quick updates on LOC priority legislation:
- The LOCAL Act (HB 4148) passed on the Senate floor with strong, bipartisan support on Thursday! The bill heads to Governor Kotek’s desk and becomes effective 91 days after Sine Die (exact date to be shared in the LOC’s post-session Legislative Summary).
- The Oregon Government Ethics Commission package is expected to become law as well. HB 4159 and HB 4161 passed the Senate floor yesterday with unanimous support, and the bills are now headed to the governor’s desk. The final bill, HB 4177, is scheduled for its final vote on the Senate floor today (and may have passed by the time you read this!).
- Lastly, SB 1585 is expected to move out of the House Committee on Rules this morning. The bill lowers grant matching requirements for cities on a sliding scale. The LOC would like to thank the dozens of cities that supported this bill and reached out to legislators. That outreach was critical in getting this bill out of committee and to the House floor, as was the tireless work of Senator James Manning, Jr (D-Eugene), Representative Ed Deihl (R-Scio), and their staff.
