Legislature Finalizes Funding Bills
This week saw a flurry of state spending activity in the final days of the legislative session. The following is a breakdown of the big budget bills and where to find specific allocations.
First, SB 5701 is the omnibus appropriations bill known as the “Christmas tree bill” and includes funding for various projects out of the state’s general fund, typically holding local priorities requested by legislators. Here’s where to find more related information:

Second, HB 5204 is the budget vehicle related to HB 4002, the policy package to reform Oregon’s response to the addiction and public safety crisis. The bill establishes the Oregon Behavioral Health Deflection Program with direct allocations to the counties that have committed to implementing a deflection program. Third, SB 1530B includes funding for a variety of affordable housing programs and infrastructure investments, including $65 million to keep existing shelters open this biennium, and $100 million in direct grants to 37 cities for site-specific infrastructure investments to support housing.
