LOC Assisting with Cooperative Purchasing Survey

Oregon’s procurement statutes divide cooperative purchasing into three categories: joint, permissive, and interstate. This structure creates inconsistent requirements that can make it difficult for local governments to access cooperative contracts. Streamlining these provisions into a single, consistent framework could reduce administrative burdens, preserve transparency and competition, and give local procurement agencies clearer and more usable authority.

The LOC recently met with procurement vendor Sourcewell to discuss legislation they are proposing that would streamline Oregon cooperative procurement statutes. To gather data necessary to support this potential legislation, Sourcewell has asked the LOC to partner on a short survey designed to gather municipal feedback on cooperative purchasing experiences. The survey takes just a few minutes to complete and collects only the name of a city to understand regional perspectives. No personal information will be collected or shared.
