LOC Weighs in on Multiple General Government Bills

Bills impacting public safety, human resources and civil liability were heard in legislative committees this week. The LOC weighed in on several bills, including the following:

  • SB 1563 would allow parties to bring a civil action against public agencies for the deprivation of rights guaranteed under the Oregon Constitution. The bill was opposed by the LOC as it would increase tort liability for cities, and the bill would be duplicative of existing remedies.
  • SB 1569 seeks to add evidence and fingerprint technicians to the Public Employee Retirement System (PERS) police and fire worker category. The LOC opposed the bill to as it would increase PERS costs while pension rates continue to be high.
  • HB 4094 would require employers to pay out a minimum of 300 hours of accrued vacation time when an employee leaves their position. The LOC opposed this legislation as it would preempt cities from bargaining these issues with their employees and could cause a significant financial hit to cities as employers.
