New Resource: Expedited UGB Expansion Guide

At last month’s Oregon Mayors Association Summer Conference, the LOC shared a new resource for cities that was produced in collaboration with the Oregon Home Builders Association. Expedited Urban Growth Boundary Expansion: A guide for Oregon cities is a 20-page brochure intended to be an easy-to-read primer on this important new tool to increase housing production.

The 2024 Oregon Legislature took bold action to address the state’s housing shortage with the passage of Senate Bill 1537. This bipartisan bill introduced many new housing production strategies, including a new process allowing cities to more easily expand urban growth boundaries for the purposes of increasing housing production. But how does a city even begin to explore a one-time expedited UGB expansion? How does the process differ for Metro and non-Metro cities? What are the steps to take and the eligibility criteria to consider? This new guide helps answer those questions (and many more), and will be an important resource for city staff, leaders, and community partners who are considering this approach.
