ODOE Announces Incentive Programs for Building Owners

The Oregon Department of Energy (ODOE) now has two incentive programs available to help building owners comply with HB 3409 from 2023. That legislation created the Oregon Building Performance Standard (BPS), which requires covered commercial buildings to enhance energy management practices and implement efficiency measures to reach energy use targets starting as soon as 2028.

Early Compliance Action and Planning (ECAP) Program

The ODOE opened applications on May 11, for a second round of Early Compliance Action and Planning Program incentives. The agency has approximately $1.2 million for this round of incentives to help building owners offset costs associated with compliance, such as energy benchmarking and reporting or performing an energy audit. Incentives will be awarded on a competitive basis and structured to reflect the various compliance requirements and actions. Applications from eligible building owners are due by 5 p.m. on July 10.

Building Energy Reduction Incentive (BERI) Program

The ODOE will soon open applications for a second round of Building Energy Reduction Incentive Program funding. The agency created this program with $12 million in federal funding to incentivize Tier 1 buildings to exceed performance requirements and reach compliance early, and to incentivize Tier 2 and Tribal buildings to voluntarily comply with the BPS, thereby reducing greenhouse gas emissions from commercial buildings.

When it opens, Round 2 of this funding opportunity will have all remaining program funding available (approximately $8 million in total incentives will be available for Tier 1 buildings; approximately $3 million for Tier 2 buildings; and approximately $900,000 for Tribal buildings). Incentives must be used for energy efficiency measures (HVAC, lighting, building envelope, etc.) that reduce the energy use intensity and a building’s greenhouse gas emissions.
