Small City Allotment Applications Accepted Through April 30
Oregon’s smallest cities may now apply for grant funding for much needed transportation projects. The Oregon Department of Transportation (ODOT) is accepting applications for the Small City Allotment (SCA) program through April 30.
“This is a great opportunity for small cities to address aging infrastructure and help make their streets safer for everyone who uses them,” said SCA Program Manager Deanna Edgar.
Eligible projects are on streets:
- Within city limits and not part of the state highway system;
- Under the jurisdiction of the city (or county, in certain cases);
- Inadequate for the capacity they serve; and
- In a condition detrimental to safety.
The SCA program is open to incorporated cities with populations of 5,000 or less. Cities previously awarded SCA funds must have projects completed with final reimbursement submitted prior to May 1 to be eligible to apply again.

The Small City Allotment is an annual allocation of state funds for local transportation projects. By law (ORS 366.805), ODOT dedicates $5 million from the State Highway Fund each year to support transportation projects in Oregon’s smallest cities. Each city competes within their ODOT region with multiple factors considered, including need, population growth and past application submissions.
