Support Needed for Bill to Provide Rural Liability Protection for Safe Resting Places
Thanks to the efforts of Roseburg City Councilor Ellen Porter, a bill has been introduced that would limit liability for cities and counties located in the Rural Oregon Continuum of Care to designate safe resting places and campgrounds for their unhoused residents while providing basic amenities. The rural liability protection concept was introduced in the Senate as -5 amendments to SB 847 and received a public hearing this week. The concept has also been introduced as HB 3591 in the House. City leaders are encouraged to contact their legislators to urge their support for HB 3591 and SB 847-5. A supporting one-page summary is also available for cities, counties, and community partners to add their logos.
