UGB Expansion Area Planning Grants Now Open for Applications

The Oregon Department of Land Conservation and Development is offering Urban Growth Boundary (UGB) Expansion Area Planning Grants to support local governments in completing comprehensive planning for land within a city’s urban growth boundary that is not yet annexed and requires annexation to facilitate development.

Grant Application due by: June 5, 2026

What Types of Work Will Be Funded?

  1. Analysis to address applicable Statewide Land Use Planning Goals within the unannexed area, including natural and cultural resources, hazards, parks, transportation, and public facilities;
  2. Identification of specific land use designations in the unannexed area;
  3. Community engagement; and
  4. Adoption of comprehensive plan amendments, zone designations, and provisions for annexation within the unannexed area.
