POSITION SUMMARY
The Public Works Project Coordinator position involves reviewing land use and development applications to ensure compliance with city codes, Public Works Construction Standards, and relevant Capital Facility Plans. A key responsibility is providing both general and technical information to the public and develop-ment community regarding development construction, public infrastructure systems, and Public Works policies and procedures. The position requires interpreting and applying regulations related to Public Works projects and operations. The role includes assisting in the planning, design, and construction of cap-ital projects, coordinating efforts among city staff, department heads, consultants, contractors, and other governmental entities. Additionally, this position also performs semi-skilled and skilled maintenance work and operates a variety of equipment.
SUPERVISION EXERCISED
The Public Works Project Coordinator supervises the following positions: Utility Workers, seasonal workers and other positions as assigned.
ESSENTIAL FUNCTIONS

• Skill to effectively supervise and motivate staff to meet the City mission and department goals
• Ability to work as a team leader and to cultivate a team climate, manage, direct, motivate and evaluate the work of division staff
• Provides guidance for construction, operation, and maintenance of City facilities and infrastructure
• Participates in hiring and promotion decisions
• Provides crew supervision: scheduling work, training, motivating, evaluating and disciplining employ-ees performing the duties of maintenance, construction and repair of the municipal infrastructure of the City
• Ensure property owners and developers are informed about city plans, codes, policies, and decisions, facilitating transparent and effective communication
• Oversees maintenance work performed by contractors and developers to determine acceptability and conformance to standards
• Maintenance of tracking systems to monitor annual compliance with state regulatory requirements, including occupational safety and environmental regulations, such as backflow testing programs and water quality reporting
• Performing technical entry-level engineering tasks related to system operations and capital projects, including reviewing infrastructure plans for compliance with federal, state, and local codes and design standards
• Coordinate and attend advisory committee meetings, advising on procedures, and managing meeting logistics to ensure smooth operations
• Collaborate with community development, surveying, and other consultants contracted by the City, providing necessary information and assistance to facilitate project completion
• Develop and implement methods to enhance customer service, streamline application processes, and improve the preparation of reports, memorandums, and forms
• Prepare and present reports, maps, and graphics related to public works and capital projects
• Maintain accurate and comprehensive records of departmental activities
• Participate in professional development workshops and conferences to stay informed about trends, issues, updates, and developments in water, sewer and transportation fields
• Attend evening meetings as required to support public works and other city departments
• Present and provide technical information to the City Council, community groups, builders, and the general public on topics related to public works
• Interpret and clarify ordinances and development regulations
• Provides recommendations regarding equipment purchases and requisition of supplies and materials needed for effective department operations
• Contributes to budget preparation for capital projects and oversees procurement processes to acquire necessary equipment and materials efficiently
• Assists in coordinating maintenance of the City’s infrastructure and utilities with other public and private service providers such as various water, wastewater, power, and transportation districts or agencies
• Assists with the planning, scheduling, and implementation of maintenance, operation and construction activities designed to provide quality street, water, wastewater, fleet, facilities, and other infra-structure for the City
• Operates a variety of power construction and maintenance equipment and trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel and sand
• May assist in various types of manual labor, including but not limited to a variety of cleaning and land-scape maintenance such as snow removal, traffic control, meter installation, septic tank pumping, de-bris removal, street sweeping and other maintenance and operations activities
• Perform other duties as assigned that support the overall objectives of the position, demonstrating flexibility and adaptability in meeting the City's planning needs
MINIMUM REQUIRED QUALIFICATIONS
• Possession of, or the ability to obtain, a valid state driver’s license within 6 months of hire
• Graduation from high school or GED equivalent
• Two (2) years of post-secondary education in Engineering, Construction, Business or Public Administration, or a related field
• Two (2) years of supervisory experience in a municipal government setting
• Five (5) years of experience relating to the construction, repair and maintenance of municipal infra-structure, including water, wastewater, street and storm drainage systems including the operation of related maintenance equipment
• Satisfactory combinations of experience and training which demonstrate the knowledge, skills, and abilities to perform the essential job duties may be considered

• Water Distribution – Level 1 or 2 certification
• Wastewater Collections – Level 1 or 2 certification
• Wastewater Treatment – Level 1 or 2 certification
• Cross Connection certification
• Completion of Inspectors Training Course
• Materials Testing certificate
• Flagger Certification
• Commercial Drivers License
KNOWLEDGE SKILLS ABILITITES
• Working knowledge of management and supervisory practices and principles
• Proven self-management skills and ability to manage day-to-day operations
• Knowledge of the principles and procedures of public works, infrastructure construction and management, environmental regulation, project management, contract administration and occupational safety
• Proficient use of computer programs including Microsoft products (Word, Excel, Outlook, Access), GIS mapping, AutoCAD and other applications
• Must possess excellent customer service skills and the ability to act as an ambassador to the community
• Ability to prepare grant proposals
• Ability to proactively administer projects from concept to closeout; to perform research and prepare clear and concise technical reports; work effectively with property owners, contractors, consultants, staff, and the public
• Ability to interpret and apply data to public works and capital projects
• Highly motivated and able to work independently yet remain a member of a team

• Familiar with applicable laws, codes and permit requirements that govern construction projects
• Familiarity with disciplines such as civil and traffic engineering, economics, sociology, and architecture
• Exceptional written and verbal communication skills, including the ability to prepare and edit technical reports, and present complex information to governing bodies, committees, and the public
• Outstanding interpersonal and public relations skills, with a proven ability to collaborate effectively with officials, staff, developers, citizens, and other stakeholders while providing high-quality, consistent customer service
• Superior organizational and time management skills, with the ability to prioritize and handle multiple tasks in a fast-paced environment
• Strong capacity to navigate and assist with high-profile, sensitive, and politically complex situations, maintaining professionalism and discretion
• Demonstrated ability to exercise sound, independent judgment and provide recommendations within established policy frameworks
