DEFINITION
The City Administrator serves as the chief administrative officer, responsible for the day-to-day operations of the city and for implementing the policies established by the City Council and the State of Oregon. This position requires strong leadership, ethical integrity, and a commitment to serving the best interests of the entire community.
The City Administrator ensures transparency in all decision-making, openly communicating with the public, City Council, and staff to build trust and accountability. They foster collaboration among elected officials at the local, state and federal levels, city employees, community organizations, and residents - working respectfully even with those who may hold different perspectives. The City Administrator is expected to uphold impartiality and fairness, resisting outside influence and focusing on decisions that advance the common good through responsible management of resources, long-term planning, and open dialogue. Works to strengthen the community's future, improve quality of life for residents, and ensure that city government operates efficiently, ethically and in service to all.
SUPERVISION RECEIVED AND EXERCISED
Receives general administrative and supervisory direction from the City Council.
Exercises direct supervision and hiring of all City staff.
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES:
Essential duties and responsibilities
1. Direct and manage the development and implementation of City goals and objectives; recommend and administer policies, procedures, and priorities for all service areas; allocate resources accordingly.
2. Provide highly responsible administrative staff assistance to the City Council; confer with the City Council regarding a wide variety of municipal government issues; recommend policies, procedures and actions to be taken by the City Council; carry out City Council decisions or directives.
3. Develop and participate in the administration of the City budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; submit annual operation and capital budget to the City Council; administer approved budget; implement adjustments as needed.
4. Manage public works and police department contracts and work directly with department heads to oversee city utility and public safety within the city limits of Echo.
5. Plan, direct and manage the City work plan; meet with staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate program goals and objectives.
6. Continuously monitor and evaluate the efficiency and effectiveness of City service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationship; identify opportunities for improvement; direct and implement change.
7. Represent the City to other public agencies, community-based organizations, elected officials, outside agencies, and the mass media; explain, interpret, justify and defend City programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.
8. Respond to and resolve difficult and sensitive citizen inquiries and complaints in a timely manner.
9. Due to the size of town and small staff the City Administrator acts as the City Library Director; oversight of library budget development and implementation with City Council approval; development and oversight of goals, programs, and inventory controls, and work with librarian to develop community activities to draw in users; work with special library district.
10. Fill in for the Golf Course Manager, City Admin Assistant & Clerk, Librarian and assume their duties as necessary to conduct routine business when they are absent.
11. In emergencies act as the emergency operations coordinator for the City.
12. Select, train, motivate and evaluate City supervisors and staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
13. Participate on a variety of boards and commissions; attend and participate in professional groups and committees; stay abreast of new trends and innovations in the field of public administration.
Other important duties and responsibilities
1. Work with the Municipal Judge and Court Clerk to provide court hearings and trials for violation citations; work with Clerk to set up restitution payments.
2. Provide direct oversight of Golf Course operations and implementation of budget.
3. Perform related duties and responsibilities as needed or assigned.
QUALIFICATIONS
Knowledge of:
Modern and highly complex principles and practices of municipal government management, administration, and organization.
Role and function of a City Council in an Oregon municipal government.
Current social, political and economic trends and operating problems of municipal government.
Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
Principle and practices of municipal government budget preparation and administration. Extensive understanding of accounting principles and payroll.
Principles and practices of program management, development and administration.
Principles of personnel management including supervision, training and performance evaluation.
Current Human Relation and employee labor law issues.
Pertinent Federal, State and local laws, codes and regulations.
Research and reporting methods, techniques and procedures.
Sources of information related to a broad range of municipal programs, services and administration.
Current planning and codes in order to effectively issue building and zoning permits
Safe driving principle and practices.
Ability to:
Provide effective leadership and coordinate the activities of municipal organization.
Effectively administer a variety of City-wide programs and administrative activities
Identify and respond to public and City Council issues and concerns.
Interpret and apply Federal, State and local policies, procedures, laws and regulations.
Analyze problems, identify alternate solutions, project consequences of proposed actions and implement recommendations in support of goals.
Effectively and fairly negotiate appropriate solutions and contracts.

Select, supervise, train and evaluate assigned staff.
Prepare and administer a municipal budget; allocate limited resources in a cost-effective manner.
Establish and administer effective financial controls for the management of City revenues and resources.
Evaluate and develop improvements in operations, procedures, policies or methods.
Operate modern office equipment including computer equipment and software.
Prepare clear and concise reports and develop appropriate recommendations.
Communicate Clearly and concisely, both orally and in writing.
Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Experience:
Five years of increasingly responsible experience in a public agency in an administrative and managerial capacity involving the development and administration of organization-wide policies and procedures and the supervision of management level employees.
Training:
Equivalent to bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field. A master’s degree is desired, but not a requirement.
Residency Requirement
Is not required but encouraged if there is availability of housing.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.
