The City of Myrtle Creek operates under a Council-Manager form of government. The Mayor and five City Councilors are elected at large to a four-year term. The City Council appoints the City Administrator to be the City’s chief executive officer.
The City serves a population of 3,509 across 2.5 square miles with an annual budget of $19,401,862 and a team of 21 full-time employees. Departments include Administration, Buildings, Finance, Parks, Public Safety, Streets, Utilities, Wastewater Treatment, and Water Treatment. The City has a full time Police Department, Volunteer Fire Department, and Municipal Court. The City also operates a local municipal airport and a seasonal swimming pool.
Currently the City of Myrtle Creek Charter states that the City Administrator need not reside in the City or in the state when appointed but shall within six months become and during his or her tenure of office remain, a resident of the City. It should be noted that this portion of the Charter will be on the May 2026 ballot with a question to the voters to amend this requirement.
General Statement of Duties: As the Chief Executive Officer of the City; direct and supervise activities of all the City Departments, except Municipal Judge, and implement policy as established by the City Council.
Supervision Received: Work under the direction of the City Council.
Supervision Exercised: Exercise direct or delegate supervision over all employees of the City, including Department Heads, except the Municipal Judge.
Typical Examples of Work: The following are examples only and do not, by any means, include all of the duties that may be expected of this position.
• Attend all meetings of the City Council, keeping them advised of the affairs and needs of the City. Provide reports annually, monthly, or more frequently on the affairs of the entire City.
• Plan, give direction, and evaluate the services provided by the City.
• Attend staff meetings; confer with Department Heads and others on varied operating and administrative problems; review departmental plans, programs, and procedures.
• Serve as an ex-officio member of all committees and commissions of the City.
• Serve as Budget Officer for the City Budget Committee. Responsible for preparing and submitting to the Budget Committee and City Council, an annual budget for the City.
• Respond to citizen inquiries and complaints; resolve issues or refer to appropriate department when possible; follow through to ensure resolution.
• Identify grants, complete applications and monitor work to ensure proper completion of the grant projects.
• Attend meetings and represent the City in various governmental and community organizations and groups.
• Monitor personnel policies and procedures and handle employee grievances.
• Airport Manager.
Desirable Qualifications for Employment: Considerable knowledge of municipal government organization; principles and practices of public administration; municipal financing and budgeting; personnel management and land use planning.
Ability to appraise the quality of varied municipal services through inspection and review of reports and to develop and effectively initiate improvements in management methods. Considerable ability and skill in establishing and maintaining cooperative and harmonious working relationship with City officials and employees, representatives of business and government organizations and the general public.
Ability to develop and prepare effective and complete correspondence and administrative reports. Ability to speak effectively in front of various groups. Ability to analyze complex problems and conduct necessary research in solving them. Ability to plan, assign, supervise and review the work of others either directly or through subordinate supervisors.
Physical Demands and Work Environment: The bulk of work is performed in an office setting. Some travel may be required.
Experience and Training: Two years of progressively responsible experience in municipal government; Bachelor’s Degree in Public Administration, Political Science or related areas preferable, or any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the above described duties.
Employment Conditions: If selected for hire, the appointment in this position will be conditional based upon a satisfactory background check along with a successfully completed drug screening prior to being hired.
