THE POSITION
The City Manager is the Chief Executive Officer of the city and is responsible for carrying out the policies and priorities of the City Council and Mayor.
Charter responsibilities include:
• Administration of all city business.
• Assist Council in the development and implementation of policies established by ordinance or resolution.
• Attend all Council meetings unless excused by the mayor or Council.
• Make reports and recommendations to the Council about the needs of the city.
• Administer and enforce all city ordinances, resolutions, franchises, leases, contracts, and other city decisions.
• Appoint, supervise, and remove employees.
• Organize city departments and administrative structure.
• Prepare and administer the annual city budget.
• Administer city property and utilities.
• Encourage and support regional and intergovernmental cooperation.
• Promote cooperation among the Council, staff, and citizens in developing city policies, and building a sense of community.
• Perform other duties as directed by the Council.
THE IDEAL CANDIDATE
The City of Bandon is seeking an experienced City Manager with a stable work history who is a skilled communicator on all levels and for all the constituencies. The person will be friendly and approachable with strong interpersonal skills. Ideal candidates will have a track record of building relationships and have a reputation for being trustworthy and straightforward.
The ideal candidate will be a strong administrative leader capable of leading a skilled management team. He or she will have a collaborative management style and will be an inspirational leader who creates an atmosphere where staff want to come to work.
The new manager will provide the leadership team with goals and expectations and will use the management team for interdisciplinary ideas and support.
The ideal candidate will be a progressive and critical thinker and have a fiscally responsible management style. He or she must have the ability to build and maintain excellent intergovernmental relations with all the city’s partners. Experience with Oregon Urban Renewal budgeting and land use law and emergency management planning is a plus.
THE CITY ORGANIZATION
Bandon is organized under the council-manager form of government. The council-manager form is a system of local government that combines the strong political leadership of elected officials in the form of a city council, with the strong managerial experience of an appointed local government manager. The form establishes a representative system where all power is concentrated in the elected council where the council hires a professionally trained manager to oversee the delivery of public services. In a council-manager government council members are the leaders and policy makers elected to represent various segments of the community and to concentrate on policy issues that are responsive to citizens’ needs and wishes. The manager is appointed by the council to carry out policy and ensure that the entire community is being served. There are six Councilors and a Mayor.
Bandon is a full-service city providing a wide range of municipal services, including police, finance, planning, public works, library, water, sewer, and electric utilities, community development, parks and recreation and urban renewal.
BANDON – THE COMMUNITY
The City of Bandon is located 90 miles north of the California border on the Southern Oregon coast where the Coquille river meets the Pacific Ocean. Bandon is a close-knit community with a population of about 3,500.
This small but charming coastal town offers shops, galleries, and restaurants. North of Old Town, the Coqulle River Lighthouse can be accessed from Bullards Beach State Park. Bandon is the home of world class golf courses, which attract golfers from around the world.
Tourism is a vital industry for the community, with visitors coming to enjoy Bandon’s beaches, fishing, hunting, golf, hiking, antiquing, surfing, birding, mushroom picking. Bandon is the cranberry capital of the West Coast and celebrates with a popular Cranberry Festival each year.
EDUCATION AND EXPERIENCE
A bachelor’s degree and five (5) years of local government management experience or an applicable combination of education and experience that demonstrates requisite skills. A master’s degree and knowledge of Oregon land use laws preferred.
